Former Gettysburg Mayor Arrested in Texas for Sexually Assaulting 3 More Victims

The former mayor of Gettysburg, Pennsylvania, has been arrested in Texas, where authorities claim is where he fled to after learning more victims had come forward to accuse him of sexual assault and abuse.

Chad-Allen Carr was apprehended in Anderson County after a warrant had been issued this week for his arrest, according to Adams County Sheriff Joshua Fitting.

The warrant was issued on Wednesday, April 8, but when police went to arrest Carr, 48, they discovered he was no longer in Gettysburg.

Fitting stated in a Facebook post that Carr’s arrest was coordinated with the Anderson County Sheriff’s Office, who successfully took Carr into custody.

“I want to commend our Warrant Apprehension Unit and extend my sincere thanks to the Anderson County Sheriff’s Office for their swift cooperation and professionalism in bringing this matter to a safe and successful conclusion,” Fitting added.

The arrest warrant charges Carr with two second-degree felony counts of sexual assault, a second-degree felony count of photographing, filming or depicting child sex acts on a computer and two misdemeanor counts of corruption of minors. Pennsylvania State Police arrested him in March on two felony counts of photograph/film/depict on computer sex acts involving a child and one misdemeanor count of corruption of minors.

Police said the other victims came forward after Carr’s March 13 arrest made the news.

Carr resigned as Gettysburg’s mayor on March 4, only about two months after he was sworn in. Alison Lintal was appointed by the Gettysburg Borough Council to replace him on March 23.

Police spoke to a mother whose son was assaulted by Carr 10 years ago.

“(Victim 1) advised that in October of 2015, he had met Carr on Grindr and they had met twice at Carr’s residence. (He) reported that the first time nothing sexual happened between the two, but the second time was when the assault occurred,” reads the arrest affidavit.

The victim said Carr had a large cart of alcohol, which he offered the teen, and then later sexually assaulted him, even though the victim had said no. “(Victim 1) advised he told his mother about the assault, but didn’t tell her who it was, until seeing the press release with Carr’s photo on it,” the affidavit states.

Victim #2 told state police he also had an allegation against Carr, whom he met when he was 18. He moved in with Carr in December 2014 and moved out in October of 2015 and told cops he was made to work for him and clean his house in lieu of rent. The abuse was not sexual in nature, at first. Then, one evening, Carr allegedly raped them in their room.

Investigators said victim #2 did not feel ready to report the assault until he saw others coming out in the news.

Victim #3 said they were a juvenile who “was going to summer camps at Eichelberger Performing Arts Center, which would happen throughout the summer. He explained that he began there at 15 years old and was in contact with Chad Carr. He related that during this time he was in a physical relationship with another adult at the theater at that time. He stated that these incidents would occur with Carr at house parties, which occurred at the instructors’ apartments,” the affidavit states.

Victim #3 drank at the parties and was groomed by Carr, according to investigators.
